Oaklands Health Centre in Hythe has been asked to refer fewer patients to consultants.
They have also been asked to reduce the number of people going to accidents and emergency or they will face financial penalties.
Folkestone and Hythe MP Damian Collins has received a letter from Oaklands GPs expressing their concerns regarding the proposed changes, which he has passed onto the secretary of state.
